No person may drive, nor shall any motor carrier require or permit any person to drive, any motor vehicle unless such person has the following minimum qualifications:

1. (1) Age of at least 21 years.
2. (2) Experience in driving some type of motor vehicle, including private automobiles, for not less than one year, including experience through the four seasons.
3. (3) Familiarity with the provisions of § 31.23 (relating to compliance).
4. (4) Ability to read and speak the English language sufficiently to understand highway traffic signs and signals and directions given in English and to respond to official inquiries.
5. (5) Possession of a valid permit qualifying the driver to operate the type of vehicle driven by him in the jurisdiction which issued the permit.
6. (6) Familiarity with 75 Pa.C.S. (relating to Vehicle Code) insofar as it pertains to safe equipment, safe practices and safe driving laws of this Commonwealth.
