(b) The oral health plan should encompass at least the following:

1. (1) Provision for consultation and treatment in accordance with local needs.
2. (2) Provision for emergency services.
3. (3) Provision for oral hygiene, preventative dentistry and pain control.
4. (4) Provision for coordination of oral health services, facilities and procedures with other services of the hospital.
5. (5) Provision for a continuing program of professional education.
6. (6) Provision for audit and utilization review of health care in a manner consistent with policies of the medical staff.
