(b) Acceptable methods of providing medical coverage for the emergency service include the following:

1. (1) Use of house staff under adequate medical staff supervision.
2. (2) Rotating panels of staff physicians.
3. (3) Contractors whose members may or may not be members of the medical staff.
4. (4) Physician hospital employes.
