1. (a) The Board is not bound by technical rules of evidence and relevant and material evidence of reasonable probative value is admissible. The Board generally applies the Pennsylvania Rules of Evidence.
2. (b) Copies of an exhibit to be offered into evidence shall be made available to parties at the time it is identified as an exhibit unless otherwise ordered by the Board.
3. (c) Witnesses shall be sworn or shall affirm.
4. (d) Subsections (a)—(c) supersede 1 Pa. Code § § 35.137—35.139, 35.162 and 35.166.
