2. (b) The first 3-year renewal cycle is defined as either the first 3-year period in which a certified operator holds a valid certificate after being transferred from an annual renewal cycle, or the first cycle after receiving certification.
3. (c) The subsequent 3-year renewal cycle is every 3-year period after the operator’s first three-year renewal cycle.
