A person or municipality operating a construction/demolition waste landfill shall conduct sampling and analysis from each monitoring point for the following parameters at the following frequencies:

1. (1) Quarterly, for chloride, sulfate, chemical oxygen demand, pH, specific conductance, total organic carbon, total organic halogen, iron and sodium, and, if required by the Department, for other constituents found in the waste received at the facility.
2. (2) Quarterly, for groundwater elevations in monitoring wells recorded as a distance from the elevation at the well head referenced to mean sea level based on United States Geological Survey datum.
