No person or municipality may store sewage sludge on the site unless the sewage sludge is:

1. (1) Stabilized.
2. (2) Stored as part of the operator’s permit.
3. (3) Stored in a manner that is consistent with Chapter 285 Subchapter A (relating to storage of municipal waste).
