1. (a) In conjunction with the treatment methods in § § 273.272 and 273.273 (relating to basic treatment methods; and leachate transportation), recirculation of leachate may be utilized if the following exist:

   1. (1) The area subject to leachate recirculation previously has been filled with solid waste.
   2. (2) There is sufficient municipal waste capacity to absorb the leachate.
   3. (3) The area subject to leachate recirculation is underlain by a leachate collection system.
   4. (4) The leachate recirculation is conducted with an approved piping system located under the intermediate cover, and causes no odors, runoff or ponding.
   5. (5) The leachate is not a hazardous waste.
2. (b) An alternate leachate recirculation method may be used if approved by the Department, if one of the liner systems installed at the facility is a composite liner.
