1. (a) Eligible costs incurred by the sponsor for a household hazardous waste collection event include the following:

   1. (1) Labor costs, including wages, salaries, costs for Social Security, Workers’ Compensation and Unemployment Compensation.
   2. (2) Travel and related costs associated with attending training courses and related meetings, if reimbursement is approved in advance of the training course or meeting by the Department.
   3. (3) Legal fees for preparing and reviewing collection contractor proposals and contracts in the development stage.
   4. (4) Facility siting studies.
   5. (5) Printing and distribution of public education material.
   6. (6) Collection contractor mobilization fees and waste management fees for collected materials.
   7. (7) Onsite sanitary facilities.

2. (b) A household hazardous waste collection event grant shall be limited to the lowest of the following:

   1. (1) Fifty percent of the eligible costs incurred by the sponsor in establishing and operating a collection event.
   2. (2) Eligible costs incurred in establishing and operating a collection event, less fees collected by the sponsor under § 272.533 (relating to fees).
   3. (3) One hundred thousand dollars.
