The Department will deny a grant application, in whole or in part, unless the applicant demonstrates the following to the Department’s satisfaction:

1. (1) The grant application is complete and accurate, and meets the requirements of this subchapter.
2. (2) Awarding the grant is likely to accomplish the purposes of the Municipal Waste Planning, Recycling and Waste Reduction Act or the Small Business and Household Pollution Prevention Program Act, as applicable.
