1. (a) Upon determination that an application meets the requirements of the act and this article, the Department will issue a specific license authorizing the proposed activity and containing conditions and limitations as it deems appropriate or necessary.

2. (b) After the issuance of the license, the Department may, by appropriate regulations or order, incorporate additional requirements and conditions with respect to the licensee’s receipt, possession, use and transfer of the accelerator subject to this chapter as it deems appropriate or necessary in order to:

   1. (1) Protect the public health and safety or property.
   2. (2) Prevent loss or theft of material subject to this chapter.
