1. (a) Notification of recordation. Within 5 business days of recordation of a NO_x allowance transfer under § 145.61 (relating to NO_x transfer recordation), the NO_x Budget Administrator will notify each party to the transfer. Notice will be given to the NO_x authorized account representatives of both the transferor and transferee accounts.

2. (b) Notification of nonrecordation. Within 10 business days of receipt of a NO_x allowance transfer that fails to meet the requirements of § 145.61(a), the NO_x Budget Administrator will notify the NO_x authorized account representatives of both accounts subject to the transfer of:

   1. (1) A decision not to record the transfer.
   2. (2) The reasons for the nonrecordation.
3. (c) Resubmission. Nothing in this section precludes the submission of a NO_x allowance transfer for recordation following notification of nonrecordation.
