This chapter applies to each public water system, unless the public water system meets all of the following conditions:

1. (1) Consists only of distribution and storage facilities, and does not have collection and treatment facilities.
2. (2) Obtains all of its water from, but is not owned or operated by, a public water system to which this chapter applies.
3. (3) Does not sell water to any person.
4. (4) Does not provide water for potable purposes to carriers which convey passengers in interstate commerce.
