1. (a) A public water system that uses chloramines or purchases water that contains chloramines shall develop a nitrification control plan by April 29, 2019. The plan must conform to the guidelines in industry standards such as the American Water Works Association’s M56 Manual on Nitrification and contain at least the following information:

   1. (1) A system-specific monitoring plan that includes, at a minimum:

      1. (i) The list of parameters that will be monitored such as pH, free ammonia, total chlorine, monochloramine, HPC, nitrite and nitrate.
      2. (ii) The monitoring locations.
      3. (iii) The monitoring schedule.
   2. (2) A response plan with expected water quality ranges and action levels.
2. (b) The public water system shall implement the nitrification control plan in accordance with accepted practices of the water supply industry.
3. (c) The public water system shall review and update the plan as necessary.
4. (d) The plan shall be retained onsite and shall be made available to the Department upon request.
