1. (a) Community and nontransient noncommunity water systems shall have personnel certified under the Water and Wastewater Systems Operators’ Certification Act (63 P.S. § § 1001—1015.1) and the regulations promulgated thereunder to operate and maintain a public water system.
2. (b) Transient noncommunity water systems shall have competent personnel qualified to operate and maintain the system’s facilities.
