1. (a) Prior to redistribution of soil or other vegetation-supporting material, the regraded land shall be scarified or otherwise treated as required by the Department to eliminate slippage surfaces and to promote root penetration.

2. (b) Soil and other vegetation-supporting materials shall be redistributed in a manner that meets the following:

   1. (1) Achieves an approximate uniform, stable thickness consistent with the approved postmining land uses, contours and surface water drainage system.
   2. (2) Prevents excess compaction of the soil and other vegetation-supporting materials.
   3. (3) Protects the soil and other vegetation-supporting materials from wind and water erosion before and after it is seeded and planted.
