Railroad loops, spurs, sidings, surface conveyor systems, chutes, aerial tramways or other transportation facilities shall be designed, constructed or reconstructed, and maintained, and the area restored to:

1. (1) Prevent, to the maximum extent possible using the best technology currently available:

   1. (i) Damage to fish, wildlife and related environmental values.
   2. (ii) Erosion and additional contributions of suspended solids to stream flow or runoff outside the permit area. Any such contributions may not be in excess of limitations of State or Federal law.
2. (2) Control and minimize diminution of water quantity and prevent pollution.
3. (3) Prevent air pollution.
4. (4) Prevent damage to public or private property.
