1. (a) The Commission will determine the amount of funds available for funding under the Financial Assistance Funding Program.

2. (b) An allocation will be made to districts based on criteria established by the Commission including the following:

   1. (1) Uncommitted cost share funds already available within the district.
   2. (2) Cost share funds within the district remaining to be spent.
   3. (3) Landowner interest in the program.
3. (c) The Commission may reallocate funds if a district cannot commit allocated funds within the term of the agreement.
