If the operator installs conductor pipe in the well, the following provisions apply:

1. (1) The operator may not remove the pipe;
2. (2) Conductor pipe shall be installed in a manner that prevents the subsurface infiltration of surface water or fluids by either driving the pipe into place or cementing the pipe from the seat to the surface;
3. (3) Conductor pipe must be made of steel unless a different material is approved for use by the Department.
