In the preparation for the final retrenchment plan, as it affects teaching faculty, the president shall after all discussions have been held and recommendations made, determine the following:

1. (1) The net teaching faculty positions to be retrenched.
2. (2) The departments or organizational units to be in relatively protected status, and those to be relatively open to reduction in positions.
3. (3) The proportions of net retrenchment to be contributed by each department or organizational unit to achieve the targeted number of reductions.
