1. (a) The amount and type of school furniture, instructional equipment and instructional materials shall be governed by the following:

   1. (1) The philosophy and scope of the educational program of the school.
   2. (2) The age level and grade level of the students.
   3. (3) The number of students enrolled.
   4. (4) The objectives of the educational program of the school.
2. (b) The furniture and equipment shall conform to the standards set forth in Chapter 21 (relating to school buildings), but it may not be required to exceed or vary from that which is approved for use in public schools of like character and scope.
