OWNERSHIP AND SITUS

An individual proprietor of a school, each member of a partnership, association or company that owns a school and each officer and director of a corporation which owns a school, who is directly connected with the conduct and operation of the educational program shall:

1. (1) Be a person of good moral character.
2. (2) Be a citizen of the United States.
3. (3) Be at least 21 years of age.
4. (4) Not be addicted to the use of morphine, cocaine or another addictive drug.
5. (5) Be mentally competent.

6. (6) File with the Board three letters of reference, which shall remark frankly on the person’s:

   1. (i) Integrity.
   2. (ii) Financial responsibility.
   3. (iii) Previous experience in the administration or operation of an educational program.
