The board of school directors shall prepare and submit, in accordance with standards of the Department, cost estimate forms to permit the identification and substantiation of:

1. (1) Total project costs.
2. (2) Building cost items which are excludable from aggregate building expenditure standard calculations.
3. (3) Reimbursable site development costs.
4. (4) Reimbursable rough grading costs.
5. (5) Sewage system costs.
