A Regional Educational Broadcasting Council shall be a nonprofit corporation established, with the approval of the Secretary for the purposes of:
- (1) Establishing and coordinating educational broadcasting program needs.
- (2) Improving use of educational radio and television.
- (3) Evaluating the effectiveness of educational radio and television.
- (4) Procuring program services necessary for educational broadcasting.
