To be exempt from the requirements of presenting a criminal history background check, all of the following requirements shall be met:

1. (1) The applicant is 20 years of age or younger.
2. (2) The applicant would be employed for a period of 90 days or less.
3. (3) The applicant is part of a job development or job training program, or both, funded in whole or in part by public or private sources.
