1. (a) Operating a vehicle or a motor vehicle is permitted in accordance with this section.

2. (b) The following are prohibited:

   1. (1) Operating a vehicle in a manner that is any of the following:

      1. (i) Reckless or negligent.
      2. (ii) Creates a nuisance or excessive noise.
      3. (iii) Demonstrates careless disregard for the safety of persons or property.
   2. (2) Operating a motor vehicle in excess of the posted speed limit or, where a speed limit is not posted, in excess of 25 miles per hour.
   3. (3) Operating a motor vehicle on roads, trails or other areas posted as closed to motor vehicles unless permitted in writing by the Department.
   4. (4) Using State forest roads, trails or other areas in connection with or arising out of commercial activity without written permission of the Department. Occasional deliveries to residents of property adjoining a State forest are permitted.
   5. (5) Operating an unregistered, uninspected or uninsured motor vehicle.
   6. (6) Operating a motor vehicle without a valid driver’s license.
3. (c) A violation of this section constitutes a summary offense under section 7505 of the Crimes Code (relating to violation of governmental rules regarding traffic).
