The following activities are prohibited:

1. (1) Starting or maintaining a fire except in a fireplace, grill, stove or other facility designated by the Department for campfires or except with written permission of the Department.
2. (2) Leaving a fire unattended except with written permission of the Department.
3. (3) Disposing hot charcoal except in a facility designated by the Department for charcoal disposal.
