The Bureau shall distribute one copy of the Bulletin, with subscription paid by the Commonwealth, to each political subdivision, as follows:

1. (1) The office of county commissioners of counties except counties of the first class.
2. (2) The office of the Mayor of a city, borough or incorporated town.
3. (3) The secretary of the board of commissioners or supervisors of a township.
4. (4) The office of a school district.
