DEPOSIT OF DOCUMENTS REQUIRED

1. (a) Administrative regulations—whether or not required to be published—which are not deposited in and filed by the Bureau are not valid.
2. (b) Statements of policy which are not filed with the Bureau and published under this part are effective only against persons who have actual knowledge thereof until published under this part, but shall be otherwise valid and may be utilized by Commonwealth agencies.
3. (c) Other documents required to be published under this part which are issued prior to 1 month after the date of publication of the first issue of the Bulletin are not valid unless deposited in the Bureau under this part and the documents, including administrative regulations, are effective only against persons who have actual knowledge thereof unless published under this part.
