1. (1) An out-of-state snowmobile permit is a vehicle permit that is issued as evidence of a grant of authority to operate in this state a snowmobile that is:

   1. (a) Owned by a resident of another state;
   2. (b) Not registered in this state or in the other state; and
   3. (c) Exempt from registration under ORS 821.090.

2. (2) The Department of Transportation shall establish a program for the issuance of out-of-state snowmobile permits under this section. The program established by the department shall comply with all of the following:

   1. (a) A permit may only be issued for snowmobiles owned by the resident of another state where registration is not required by law.
   2. (b) A permit is valid for not more than 60 days.
   3. (c) Application for a permit shall state the name and address of each owner.
   4. (d) The fees for issuance of the permit are as provided under ORS 821.320.
