“Travel trailer” means:
- (1) A recreational vehicle without motive power that is eight and one-half feet or less in width and is not being used for commercial or business purposes; and
- (2) A prefabricated structure that is eight and one-half feet or less in width and that is not being used for commercial or business purposes.
