“Traffic offense” means any of the following offenses:

1. (1) Any violation of a traffic ordinance of a city, municipal or quasi-municipal corporation, except ordinances governing parking of vehicles.
2. (2) Any provision of law for which a criminal or traffic violation penalty is provided in the vehicle code.
