“Primary ownership record” means:

1. (1) The manufacturer’s certificate of origin or equivalent record as determined by the Department of Transportation by rule;
2. (2) The current title issued for the vehicle by the State of Oregon or another jurisdiction; or
3. (3) Any other record determined by the department by rule to be a primary ownership record.
