“Golf cart” means a motor vehicle that:

1. (1) Has not less than three wheels in contact with the ground;
2. (2) Has an unloaded weight less than 1,300 pounds;
3. (3) Is designed to be and is operated at not more than 15 miles per hour; and
4. (4) Is designed to carry golf equipment and not more than two persons, including the driver.
