1. (1) The Health Licensing Office shall adopt rules to:

   1. (a) Establish a process for issuing lactation consultant licenses;
   2. (b) Establish licensure fees;
   3. (c) Determine qualifications for applicants for initial licensure and licensure by reciprocity;
   4. (d) Develop and maintain a publicly available record of lactation consultants; and
   5. (e) Establish standards of practice and professional responsibility for lactation consultants that take into consideration the standards established by the International Board of Lactation Consultant Examiners.
2. (2) The office may adopt other rules as necessary to carry out the provisions of ORS 676.665 to 676.689.
