1. (1) As used in this section, “post-secondary education institution” means:

   1. (a) A public university listed in ORS 352.002;
   2. (b) A community college operated under ORS chapter 341;
   3. (c) A school or division of the Oregon Health and Science University; or
   4. (d) An Oregon-based, generally accredited, not-for-profit private institution of higher education.
2. (2) The Oregon Board of Accountancy may establish a program for awarding grants to organizations to fund need-based scholarships for students seeking higher education in accounting at a post-secondary education institution that is accredited by a regional accrediting association or by another accrediting body that is recognized by the board.
3. (3) The board may by rule establish the eligibility criteria for the grant program.
