No city, town, county or other political subdivision of this state shall adopt or enforce any ordinance, rule or regulation regarding pesticide sale or use, including but not limited to:

1. (1) Labeling;
2. (2) Registration;
3. (3) Notification of use;
4. (4) Advertising and marketing;
5. (5) Distribution;
6. (6) Applicator training and certification;
7. (7) Licensing;
8. (8) Transportation;
9. (9) Packaging;
10. (10) Storage;
11. (11) Disclosure of confidential information; or
12. (12) Product composition.
