1. (1) The licenses required by ORS 618.010 to 618.246 are in addition to any other licenses required by law.
2. (2) If ORS 618.010 to 618.246 and 618.991 are in conflict with any other statutes, ordinances or regulations, the provisions of ORS 618.010 to 618.246 and 618.991 take precedence.
