The State Department of Agriculture may adopt rules exempting certain products from the definition of animal remedy, veterinary biologic or pharmaceutical if:

1. (1) The products are not used primarily for veterinary purposes; or
2. (2) The products are animal remedies compounded by Oregon licensed veterinarians for use in the course of their practice.
