1. (1) A person responsible for collecting an assessment on behalf of the Oregon Hemp Commission:

   1. (a) Shall report to the commission as required by the commission by rule.
   2. (b) Who fails to deduct an assessment at the time of sale shall report and pay the assessment to the commission.
2. (2) This section applies to a producer that is required to report and pay an assessment.
