(1) For the purpose of paying the costs of operation and maintenance of district works constructed under this chapter, the district board may by ordinance:
- (a) Impose and collect service charges on the owners or occupants of property served by the works of the district.
- (b) Impose and collect user charges, fees and tolls for use of works, facilities and services of the district.
- (2) Service or user charges shall be based on the cost of operation, maintenance and administration of the works, facilities or service.
