The board of directors may appoint stakeholder advisory committees to:

1. (1) Advise the board of directors on aspects of the operation of the district;
2. (2) Assist with community outreach and citizen participation; and
3. (3) Advise on such other matters as the board of directors deems necessary or beneficial to the district.
