Notwithstanding ORS 283.310 and 283.315, the State Forestry Department may:

1. (1) Control and regulate the disposal of and access to motor vehicles, and other equipment, that are used by the department.
2. (2) Authorize the State Forester to transfer ownership of depreciated firefighting vehicles and related depreciated equipment and supplies, by sale or donation, to a rangeland protection association upon terms that are mutually agreed to by the forester and the rangeland protection association.
