1. (1) The People of the State of Oregon declare that the purposes of ORS 475C.005 to 475C.525 are:

   1. (a) To eliminate the problems caused by the prohibition and uncontrolled manufacture, delivery and possession of marijuana within this state;
   2. (b) To protect the safety, welfare, health and peace of the people of this state by prioritizing this state’s limited law enforcement resources in the most effective, consistent and rational way;
   3. (c) To permit persons licensed, controlled and regulated by this state to legally manufacture and sell marijuana to persons 21 years of age and older, subject to the provisions of ORS 475C.005 to 475C.525; and
   4. (d) To establish a comprehensive regulatory framework concerning marijuana under existing state law.

2. (2) The People of the State of Oregon intend that the provisions of ORS 475C.005 to 475C.525, together with other provisions of state law, will:

   1. (a) Prevent the distribution of marijuana to persons under 21 years of age;
   2. (b) Prevent revenue from the sale of marijuana from going to criminal enterprises, gangs and cartels;
   3. (c) Prevent the diversion of marijuana from this state to other states;
   4. (d) Prevent marijuana activity that is legal under state law from being used as a cover or pretext for the trafficking of other illegal drugs or other illegal activity;
   5. (e) Prevent violence and the use of firearms in association with the cultivation and distribution of marijuana;
   6. (f) Prevent drugged driving and the exacerbation of other adverse public health consequences associated with the use of marijuana;
   7. (g) Prevent the growing of marijuana on public lands and the attendant public safety and environmental dangers posed by marijuana production on public lands; and
   8. (h) Prevent the possession and use of marijuana on federal property.
