1. (1) The Oregon Liquor and Cannabis Commission shall establish an Alcohol Server Education Advisory Committee. The advisory committee shall consist of the following members:

   1. (a) One person who represents the commission.
   2. (b) One person who represents the Oregon State Police.
   3. (c) One person who represents the Oregon District Attorneys Association.
   4. (d) One person who represents the Oregon Health Authority.
   5. (e) One person who represents the Department of Transportation.
   6. (f) One person who represents a nonprofit organization the purpose of which is to reduce the incidence of drunk driving.
   7. (g) One person who has general expertise in education.
   8. (h) One person who has expertise in health education.
   9. (i) One person who represents classroom alcohol server education providers.
   10. (j) One person who represents online alcohol server education providers.
   11. (k) At least one person who is a service permittee under ORS 471.360.
   12. (L) Not more than two persons who represent insurance companies.
   13. (m) Not more than three persons who represent retail licensees.

2. (2) The purpose of the advisory committee is to assist in the development of:

   1. (a) The standards, curriculum and materials for the alcohol server education courses required under ORS 471.542;
   2. (b) The examination required by ORS 471.542, and procedures for administering that examination;
   3. (c) The certification procedures, enforcement policies and penalties for alcohol server education course instructors and providers; and
   4. (d) The time requirements for completion of an alcohol server education course and examination and the conditions for probationary extension.
