As used in ORS 469.730 to 469.745, unless the context requires otherwise:

1. (1) “Department” means the Department of Consumer and Business Services.
2. (2) “Director” means the Director of the Department of Consumer and Business Services.

3. (3) “Public building” means any publicly or privately owned building constructed prior to January 1, 1978, including the outdoor areas adjacent thereto, which:

   1. (a) Is open to and frequented by the public; or
   2. (b) Serves as a place of employment.
