Or. Rev. Stat. § 468A.045 – Activities prohibited without permit; limit on activities with permit

(1) Without first obtaining a permit pursuant to ORS 468.065, 468A.040 or 468A.155, no person shall:
1. (a) Discharge, emit or allow to be discharged or emitted any air contaminant for which a permit is required under ORS 468A.040 into the outdoor atmosphere from any air contamination source.
2. (b) Construct, install, establish, develop, modify, enlarge or operate any air contamination source for which a permit is required under ORS 468A.040.
(2) No person shall increase in volume or strength discharges or emissions from any air contamination source for which a permit is required under ORS 468A.040 in excess of the permissive discharges or emission specified under an existing permit.
