1. (1) In the interest of the public health and welfare of the people, it is declared to be the public policy of the State of Oregon:

   1. (a) To restore and maintain the quality of the air resources of the state in a condition as free from air pollution as is practicable, consistent with the overall public welfare of the state.
   2. (b) To provide for a coordinated statewide program of air quality control and to allocate between the state and the units of local government responsibility for such control.
   3. (c) To facilitate cooperation among units of local government in establishing and supporting air quality control programs.
2. (2) The program for the control of air pollution in this state shall be undertaken in a progressive manner, and each of its successive objectives shall be sought to be accomplished by cooperation and conciliation among all the parties concerned.
