The Department of Environmental Quality shall ensure compliance with ORS 459A.200 to 459A.266 by:

1. (1) Entering into an agreement with the State Board of Pharmacy whereby the board, during routine inspections of retail drug outlets:

   1. (a) Inspects drop-off sites located at retail drug outlets; and
   2. (b) Informs the department of drop-off sites that are not in compliance with ORS 459A.200 to 459A.266;
2. (2) Inspecting drop-off sites not located at retail drug outlets; and
3. (3) Auditing the records of program operators.
