In addition to other powers granted to it under ORS 450.600 to 450.989, the authority may:

1. (1) Maintain and operate disposal sites and garbage collection systems in compliance with the requirements of ORS 459.005 to 459.437, 459.992 (1) and (2) and 466.995 (1).
2. (2) Engage in mosquito and other insect control activities.
